Reconstruction of Southern States
By the end of the Civil War, President Abraham Lincoln developed a plan to rebuild the South and restore the southern states "Confederate States" to the Union quickly and as easy as possible.
1865~1877
There was a difference on Lincoln and Johnson's reconstruction plan.
Lincoln's Plan
- All people except for the high ranking Confederate civil and military leaders will pardoned after taking an oath of allegiance with United States
- If 10% of vote to take the oath of loyalty the state is joining United States
- Congress wanted to punish South like a conquered country-Passed Wade-Davis bill. Lincoln wouldn't sign bill, so the bill died quietly.
Johnson's plan
- Some groups not granted in general pardon. *owned $20000 or more in property. *high civil or military positions had to apply directly to be pardoned.
- Radicals agreed with Johnson until Jefferson Davis was captured/imprisoned. *punish the South *make sure newly freedmen would not be disfranchised(voting rights taken away)
- Radicals in Congress made Johnson have more requirements *13th Amendment *nullify ordinance of secession *promise NOT to replay loans that help finance Confederacy.
